Hazard Mitigation Grant Program (HMGP) Application Development, HMGP Management, HMGP Review, and Technical Assistance

H2O Partners' broad Hazard Mitigation Assistance (HMA) experience includes developing Hazard Mitigation Grant Program (HMGP) grant applications for planning and structural projects, such as tornado safe room construction, drainage improvements, acquisitions, and elevations.  H2O provides in-depth HMGP management expertise for planning and structural project grants ranging from budgets of $5,000 to $50,000,000.  This includes the oversight of mitigation projects on behalf of state governments. H2O has reviewed applications on behalf of local and state governments, and through a contract supporting the Federal Emergency Management Agency (FEMA), which included the review of applications nationwide.

Hazard Mitigation Action Plan (HMAP) Preparation, State HMAP Preparation, and HMAP Review

H2O-developed plans and plan updates have been recognized as exception and H2O has been engaged by states to review plans and by FEMA to provide input into the latest review tool. From complex multi-jurisdictional plans to single-entity plans, H2O invests expertise, care, and attention to detail to ensure plans meet every review criteria. Our staff can assist planning clients with every step of the process, from kickoff to final adoption. We also provide plan updates and amendments to ensure that grant opportunities are not missed.

Financial Grant Management

H2O Partners has in-depth experience managing the financial functions of a large-scale disaster reconstruction program. H2O offers effective financial management, including expenditure tracking and budgetary management, and ensures that procurement procedures are compliant with all state and federal regulations. These services include experience in Community Disaster Loan Program.

Information Technology, Data Management, and Reporting

H2O Partners can develop and implement information technology solutions and data management systems that are tailored to the needs of the client, increase process efficiency, and compatible with state and federal electronic grant systems.

Duplication of Benefits

H2O Partners has developed methods and procedures to prevent the duplication of benefits as required by the Stafford Act, the Disaster Relief Appropriations Act of 2013, and the Small Business Act. CDBG disaster recovery funds are intended to supplement rather than supplant assistance from FEMA, USDA, or SBA. H2O will assist its clients in determining the amount of CDBG disaster recovery assistance that will not duplicate assistance from other funding sources.

FEMA Public Assistance

H2O provides supplemental federal disaster grant assistance for debris removal, emergency protective measures, and the repair, replacement, or restoration of disaster-damaged, publicly owned facilities.  H2O Partners can assist with: ensuring compliance with the regulatory requirements of the various federal grant programs; providing guidance on the Sandy Recovery Improvement Act (SRIA); processing project amendments and appeals; conducting grant management and monitoring; and completing project closeout and compliance.

HUD Community Development Block Grant Disaster Recovery (CDBG-DR)

H2O Partners provides extensive knowledge, experience, and technical competence in the planning, administration, and implementation of eligible CDBG-DR, including providing project management for the implementation of "Global Match" procedures, affording applicants more flexibility in using CDBG-DR grant funds.

National Flood Insurance Program (NFIP) Training

H2O Partners provides nationwide flood insurance training and course development services to FEMA’s National Flood Insurance Program (NFIP). Our program experts are regularly requested to present and consult by national stakeholder and professional groups such as the Association of State Floodplain Managers, state Independent Insurance Agents Association chapters, and state Bankers Association chapters; and conferences including the National Flood Conference and state disaster and floodplain management conferences on flood insurance and other disaster mitigation, response, and recovery areas.

National Flood Insurance Program (NFIP) Direct

H2O Partners provides training, curriculum development, and subject matter expertise to assist in the efficient process and administration of the program.

Disaster Debris Monitoring Services

Using our proprietary automated debris monitoring system (ADMS) tool STORMadms(TM), H2O provides a flexible system that tracks Right-of-Way,  Right-of-Entry debris, leaners, hangers, stumps, and white goods, using a customizable platform.  Load tickets can be tracked in real-time, enabling applicants to manage the debris operation without costly delays. Category A Project Worksheets may be generated from STORMadms data output on a daily basis, speeding up the reimbursement process. To date, more than 6 million cubic yards of debris have been monitored using STORMadms, and every single load ticket has been reimbursed by FEMA.
