Local governments may use this funding source for lease purchase financing of capital and personal property purchases, even if those purchases were not through HGACBuy. (NOTE: The actual equipment or property purchase which is financed using this HGACBuy contract cannot be construed as having been competitively purchased thru HGACBuy if it was procured thru some other means.) The table below details base contracted rates based on the borrower's Moody's credit rating. The actual rate applicable to your entity is linked to the U.S. Treasury Interest Rate Swap Index, which can be found at <www.federalreserve.gov/releases/H15/update>. Rates change daily. The table below shows the Basis Points / Moody's Credit Rating that is to be added to the daily Index rate. Please call Baystone Financial to discuss your options and get additional information.

Instructions for easily calculating your interest rate: Go to the above referenced internet link. Scroll down to the Interest Rate Swap Index, find the column with today's date, select the desired term of contract (take the average if it is in-between date years), take that daily rate and add it to the correct column listed below using your Moody's credit rating.

H-GAC Fee: For all financed amounts up to $100,000 and all terms, a flat fee of $300 will be charged. For transactions larger than $100,000.00, a fee of $100 per year of the finance agreement will be charged. For example, a 5 year lease would include $500, a 15 year lease would include $1500. This fee would be capped into the total cost of the lease and paid to HGAC by Baystone upon funding.
Notes:
1) Rates are only valid for Tax Based entities and Personal Property Equipment.
2) Non-Bank Qualified Transactions may be subject to an increase of up to 50 basis points.
